To find a horse race in Red Dead Online, simply open your map and look for a black and white checkered flag. Head on over that location to find your nearest race. You have the option of either spectating or racing yourself with your steed.

Complete Missions

Another thing you can try doing is to join other players in doing story missions. Press left on the d-pad to open the Free Roam menu and search for the Quick Join option. From there, select Story Missions On-Call, which will transport you to a random mission in Red Dead Online.
